Depends which part of Pakistan.. There are many! This year in Southern Pakistan winterisation has been: BLANKETS. Or shawls. This seems to have been enough. The problem is when agencies (those-that-must-not-be-named) distribute tents that are for Northern Pakistan (extreme cold) to Southern Pak (extreme heat). And 5 times the price of a good emergency shelter kit (plastic and bamboos). So 5 x less people are reached. Wrong or what?
