1 Objective of the Shelter Meeting

“To strengthen the global and regional capacity of governmental, humanitarian, developmental, community based and private stakeholders through regular, sustainable and consistent training in shelter, settlement, reconstruction and infrastructure, in order to save lives and relieve suffering of populations affected by natural disasters and conflict”

2.1 ‘Shelter after disaster’ Guidelines

These guidelines are aimed at assisting all stakeholders, including governments, humanitarian and development organisations, in agreeing and implementing together integrated strategies for transitional settlement and reconstruction, in support of the varied needs, resources and capacities of populations affected by natural disasters.

These guidelines are a review of the Field Edition: Transitional settlement and reconstruction after natural disasters, UN/OCHA 2008, and are the result of collaboration between Shelter Centre and UN/OCHA.

2.2 Sector resource feedback

During the meeting, breakout group discussions led to a list of prioritised needs and gaps in existing support structures with the goal of identifying new inter-sector resources, tools and guidance for the humanitarian community.

2.3 Humanitarian Platform on child friendly school construction

HumanitarianSchools.org as a focus for humanitarian organizations is involved in school construction to gain access to the global best practices in order to improve coordination and quality of assistance. The scope would be at a global scale for disaster struck regions and will cover temporary learning centres, transitional and permanent school construction activities.

2.4 Transitional reconstruction guidelines?

The Transitional reconstruction guidelines aim to offer coordinators and specialists a common planning tool which links strategy, programmes, projects and technical information for use in the field, for the implementation of shelter and reconstruction programmes for populations who were not displaced or who have returned.

2.5 Common humanitarian technical library

The ‘common humanitarian technical library’ aims to provide a platform where inter-agency technical knowledge and information can be shared at a regional and global level. The library will exchange sectoral guidance, regional case studies, and practical standards, as well as knowledge from the field and global experiences contributed to by the regional humanitarian community

2.6 Shelter community website and library

The website has been completely rebuilt to offer regional support and knowledge management to the sectors. The website will offer greater interactivity, through online discussions; geo-referencing of library contents, events, news and membership.

2.7 Regional humanitarian technical workshop advisory group

To support the regional humanitarian technical workshops, an advisory group will be formed to oversee the workshop programme and support the accreditation process. The member of the advisory group will nominate people to participate in the workshops, review the workshop programme material and content to ensure that key organisational messages are conveyed.

2.8 Regional humanitarian technical workshops

Humanitarian technical workshops will support relevant regional stakeholders in the appropriateness and quality of disaster preparedness, response and recovery. The workshops will be made sustainable though accredited ToT for partners, consistent, standardised and regular trainings for stakeholders and supported resources management, including a website that will act as a regional learning platform.

2.9 Urban assistance guidelines

Guidelines entitled “Assistance in urban areas to populations affected by humanitarian crises” will be launched officially at Shelter Meeting 10b. These guidelines assist decision makers in making their main decisions when responding to disasters in urban areas; identifying beneficiaries, agreeing standards and combining methods of assistance. These guidelines are the result of collaboration between the Norwegian Refugee Council (NRC) and Shelter Centre. The project has been funded by DFID as part of the Shelter Funding initiative.

2.10 Inter-sector breakout groups

The purpose of this breakout group is to discuss and understand the top ten prioritised inter sector needs with respect to camp planning and camp management, early recovery, protection, shelter and WASH.

2.11 Transitional shelter guidelines

The objective of this project is to produce a set of practical guidelines for field distribution on the implementation of transitional shelter programmes. These should clearly define transitional shelter, assist the reader in determining whether it is an appropriate response method in a particular scenario, and offer assistance to them on the best way to implement an effective transitional shelter programme.
